What Is the Good Neighbor Next Door Program?
The HUD Good Neighbor Next Door (GNND) program sells HUD-owned single-family homes to eligible buyers at a 50% discount off the list price. Who Qualifies for Good Neighbor Next Door in Florida?
Eligibility is based entirely on your occupation — not your income, not your credit score tier, and not whether you are a first-time homebuyer. Four categories of workers qualify:
- Law enforcement officers employed full-time by a law enforcement agency of a federal, state, local, or Indian tribal government, who have the authority to make arrests
- Pre-K through 12th grade teachers employed full-time in a state-accredited public or private school

- Emergency medical technicians (EMTs) employed full-time by an emergency medical services responder unit of a federal, state, local, or Indian tribal government
You must agree to live in the home as your sole primary residence for 36 months. You cannot own any other residential property at the time of purchase. How Much Does Good Neighbor Next Door Save a Florida Buyer?

These are two completely different programs, and the right choice depends on your situation.
Florida Hometown Heroes provides up to 5% of the first mortgage loan amount — up to $35,000 — as a forgivable second mortgage. It works on any eligible home on the open market, not just HUD-owned properties. You are not restricted to a specific neighborhood or a specific list of homes. Income limits apply, but they are generous (up to $172,050 in Hillsborough County for most programs).
GNND, by contrast, applies a 50% discount that can amount to six figures — but only on HUD-owned homes in revitalization areas. There are no income limits under GNND itself, but inventory is limited and location-specific. You cannot choose any home you want; you choose from whatever HUD has listed that week.

Can You Stack Good Neighbor Next Door with Florida DPA Programs?

GNND + FL Assist: Florida Housing's FL Assist program provides up to $10,000 as a deferred second mortgage at 0% interest, repayable only when you sell or refinance. Because FL Assist is a second mortgage behind your primary loan, and the GNND discount is also structured as a second mortgage, lenders need to approve the layering — but it is possible with lenders experienced in HUD programs.

GNND is a powerful program but it has real limitations that every buyer should understand before pursuing it:
Limited inventory. You are restricted to HUD-owned homes in revitalization areas. In any given week, there may be zero eligible properties in your preferred neighborhood or county.
Property condition. HUD-owned homes are sold as-is. The property may have deferred maintenance, needed repairs, or cosmetic issues that a conventional purchase would not.
