One of the most powerful strategies for Tampa Bay homebuyers is stacking — combining multiple down payment assistance programs to maximize the help you receive. Not every program can be combined, but when stacking works, it can cover your entire down payment and most or all of your closing costs.

What Does Stacking DPA Mean?

Stacking means using two or more separate DPA programs on the same home purchase. For example, you might receive $10,000 from a state program and $20,000 from a county program, totaling $30,000 in assistance. Each program provides its own funds with its own terms, and both appear as separate liens (second and third mortgages) on the property.

Which Florida Programs Can Be Stacked?

The key rule is that you generally cannot stack two Florida Housing programs together. You must choose one state program — either Hometown Heroes, FL Assist, or HFA Preferred PLUS. However, you can often stack a state program with a county-level program.

Common stackable combinations include FL Assist ($10,000) plus Hillsborough County SHIP assistance ($15,000 to $40,000), Hometown Heroes (up to 5%) plus Pinellas County SHIP assistance, or a state program plus the Chenoa Fund (3.5% to 5%). The total stacked amount can reach $30,000 to $50,000 or more depending on the programs and your eligibility.

Not every lender can process stacked DPA. Your lender must be approved by each program you want to use. A lender approved for Florida Housing programs may not be approved for your county's SHIP program, or vice versa. Some programs allow excess funds to be applied to prepaid expenses or rate buydowns, while others simply cap assistance at actual costs.

Does Stacking Slow Down Closing?

Stacking can add complexity to the closing process, but it should not significantly delay it. Most stacked DPA closings complete in 35 to 50 days — slightly longer than a single-program closing but not dramatically so. The key is working with a lender experienced in stacking who can manage the parallel paperwork.
