Down Payment Assistance for Doctors and Medical Residents in Tampa Bay — 2026 Guide

Tampa Bay's medical community — anchored by USF Health, Tampa General Hospital, Moffitt Cancer Center, and major BayCare and AdventHealth campuses — employs thousands of physicians at every career stage. A medical resident earning $60,000 a year faces very different DPA options than an attending cardiologist earning $500,000. Understanding where you fall in that spectrum determines which programs are open to you — and which paths to take when the standard options close.

Do Doctors Qualify for Down Payment Assistance in Florida?

The short answer: it depends on your career stage and income. Florida DPA programs set income limits based on the area median income (AMI) for each county. For most programs in Hillsborough, Pinellas, and Pasco counties, household income must fall below approximately $120,000 to $145,000 depending on the program and household size. That range puts DPA out of reach for most attending physicians — but well within reach for medical residents and fellows.

Medical residents in ACGME-accredited programs at USF Health, Tampa General, BayCare Graduate Medical Education, and other Tampa Bay training sites typically earn between $55,000 and $78,000 depending on post-graduate year. These salaries frequently fall within income limits for Florida Hometown Heroes, FL Assist, and HFA Preferred PLUS.

What DPA Programs Are Available for Medical Residents in Tampa Bay?

Medical residents purchasing their first home can access the same DPA programs available to all Florida first-time buyers. The most relevant options include:

Florida Hometown Heroes offers up to 5% of the first mortgage amount (capped at $35,000) as a zero-interest, forgivable second mortgage. A resident buying a $300,000 home could receive up to $15,000 in assistance. Requirements include full-time employment by a Florida-based employer — which a residency program at USF Health or Tampa General Hospital satisfies — a minimum 640 credit score, and household income below the program cap.

FL Assist provides a flat $10,000 deferred-payment second mortgage at 0% interest, repaid only when you sell, refinance, or move out. Unlike Hometown Heroes, FL Assist has no monthly payments on the second mortgage, making it highly compatible with a resident's tight monthly budget.

HFA Preferred PLUS offers 3% to 5% down payment and closing cost assistance as a forgivable second mortgage paired with a conventional first mortgage. For a resident with good credit, the lower mortgage insurance costs on a conventional loan make this option worth comparing carefully against FHA-based programs.

How Do Student Loans Affect DPA Qualification for Doctors?

Medical school graduates typically carry $200,000 to $300,000 in student loan debt. This is often the biggest obstacle for medical residents using DPA, because lenders calculate debt-to-income (DTI) ratios using your required monthly payments — and student loans in deferment or on an income-driven repayment (IDR) plan are handled differently depending on the loan type.

For FHA loans, if your student loans are in deferment or on an IDR plan showing a payment of $0, lenders are required to calculate 1% of the outstanding balance as a hypothetical monthly payment for DTI purposes. On $250,000 in student loans, that adds $2,500 per month to your DTI calculation — which could disqualify a resident from many DPA programs even when their base salary easily qualifies.

For conventional loans (like those used with HFA Preferred PLUS), lenders use the actual reported IDR payment, even if it is $0 or $100 per month, which dramatically improves your DTI calculation. For this reason, many physicians find that conventional DPA programs work better than FHA when student loan balances are high. Our full breakdown of student loan debt and DPA qualification explains the calculation differences and how to optimize your application.

Working with a DPA-approved lender who understands physician student loan structures is critical — the difference between FHA and conventional calculation methods can be the difference between qualifying and being denied.

What If I Earn Too Much as an Attending Physician?

Once a physician completes training and begins earning an attending salary, household income typically exceeds DPA program limits. Most attending physicians will not qualify for Florida Hometown Heroes or FL Assist unless they are in a lower-paid specialty, working part-time, or in a single-income household where only one partner is employed.

In that case, there are still strong paths to a low- or no-down-payment purchase:

Physician loans (also called "doctor loans") are offered by select lenders active in the Tampa Bay market and provide key advantages for high-earning doctors: 0% to 5% down with no PMI on loans up to $1 million or more, exclusion of student loans in deferment from DTI calculations, higher DTI allowances than standard conventional loans, and approval based on a signed employment contract rather than two years of paid income — helpful for residents transitioning to attending positions.

Physician loans are not DPA programs — they are a specialized mortgage product. But for attending physicians who exceed DPA income limits, they are often the most practical path to purchasing with minimal upfront capital.

Targeted census tracts are another option worth investigating. Certain neighborhoods in Hillsborough, Pinellas, and Pasco counties are designated as federally targeted areas that carry relaxed income limits or no income restriction at all on Florida Housing bond programs. A buyer who exceeds standard income thresholds may still qualify within a targeted neighborhood. Our guide on targeted areas and DPA explains which neighborhoods qualify and how to use them strategically.

Is There a DPA Program Specifically for Doctors in Florida?

There is no Florida state program reserved exclusively for physicians. The programs available to medical residents are the same general programs available to all qualifying buyers. However, physicians who served in the military — or those transitioning from military service into medicine — may be eligible for VA home loans, which require zero down payment, have no income limits, and are among the most powerful tools available for eligible buyers in Tampa Bay.

Some national assistance programs, including the National Homebuyers Fund and Chenoa Fund, have slightly different income calculations that may benefit high-debt buyers with moderate salaries. These work through specific approved lenders and loan types. A knowledgeable lender can run the numbers across multiple programs to find your best combination.

When Should a Medical Resident Buy a Home in Tampa Bay?

If your residency is two to three years or longer in Tampa Bay, buying often makes financial sense — especially when DPA reduces your upfront costs to near zero. On a $280,000 home with Hometown Heroes, you could receive up to $14,000 in assistance, more than covering a 3% or 3.5% down payment. That is cash that stays in your pocket while you build equity instead of paying rent.

However, if you are in a short residency or fellowship and plan to relocate for an attending position, renting may be wiser. Selling within two to three years could trigger DPA repayment on a forgivable loan not yet fully forgiven — and moving costs on top of real estate commissions can erase any equity gained. For a full picture of what happens when you sell before the forgiveness period ends, see our guide on selling before DPA is forgiven.
