Down Payment Assistance for Buyers with Disability Income in Tampa Bay — 2026 Guide

If you receive Social Security Disability Insurance (SSDI) or Supplemental Security Income (SSI), you can use that income to qualify for a mortgage — and for down payment assistance programs in Florida. Many buyers with disability income assume homeownership is out of reach, but the law, the programs, and the numbers often tell a different story.

Here is what Tampa Bay buyers living on disability income need to know about qualifying for DPA in 2026.

Does Disability Income Qualify for Down Payment Assistance in Florida?

Yes. Both SSDI and SSI are accepted income sources for most Florida down payment assistance programs, including the state's most popular options — Florida Hometown Heroes, FL Assist, HFA Preferred PLUS, and the majority of county-level programs in Tampa Bay.

Under federal fair lending law, lenders and DPA administrators are prohibited from treating disability income differently than wages or salary. SSDI — which is an earned benefit based on your prior work history — is particularly strong income for mortgage qualification because it arrives in writing, is paid consistently each month, and does not expire as long as your disability continues.

SSI is more nuanced. Monthly SSI payments in 2026 max out at approximately $967 for an individual, which can limit the purchase price you qualify for. But SSI does not disqualify you from DPA programs themselves. The question is whether your total income meets the first mortgage's minimum debt-to-income requirements. A co-borrower's income can be added to yours if needed.

Which DPA Programs Accept Disability Income in Tampa Bay?

All of Florida's major DPA programs accept disability income the same as any other income source.

FL Assist is often the best fit for buyers living entirely on disability income. It provides $10,000 as a 0% interest, deferred-payment second mortgage with no monthly payment and no employment requirement. Your SSDI or SSI award alone can be the qualifying income. FL Assist pairs with FHA, VA, or USDA first mortgages. See our FHA loan and DPA guide for how this combination works.

HFA Preferred PLUS and HFA Advantage PLUS offer up to 5% of the first mortgage amount toward down payment and closing costs. These pair with Fannie Mae HomeReady or Freddie Mac Home Possible conventional loans, both of which are explicitly designed to accommodate non-traditional income sources including disability benefits.

Florida Hometown Heroes offers up to 5% (capped at $35,000) as a deferred second mortgage. However, Hometown Heroes requires current active employment in a qualifying occupation. Buyers receiving SSDI who are not working would not meet this requirement, though buyers who receive disability income and also work part-time in a qualifying field may still qualify.

Hillsborough County and City of Tampa programs — including the City of Tampa DARE Program, which offers up to $50,000 for eligible buyers within Tampa city limits — evaluate total household income rather than employment income specifically. Most county programs are well-suited to buyers on disability income.

Will My Disability Income Meet DPA Income Limits?

Florida DPA programs have income limits that vary by county and household size. For most Tampa Bay counties in 2026, the limits fall between $75,000 and $100,000 for a two-person household. For buyers receiving only SSDI or SSI, household income is typically well below those ceilings — meaning you meet the upper-income test.

The question to answer is whether your income is high enough to support the first mortgage payment. Lenders typically require that total housing costs (principal, interest, taxes, insurance) stay at or below 43-45% of gross monthly income. If your SSDI benefit is $2,000 per month, for example, your maximum monthly housing payment would be around $860-$900. That payment range, depending on current interest rates and property taxes, could support a purchase price in the $130,000-$160,000 range in today's Tampa Bay market.

How Do You Document Disability Income for a Mortgage?

Lenders accept the following documentation for SSDI and SSI income:

The SSA Award Letter — your official benefit verification letter from the Social Security Administration confirming the monthly benefit amount — is the primary document. Pair this with 12 months of bank statements showing consistent monthly SSA deposits and your most recent SSA-1099 annual tax document. If your award letter shows a scheduled review date within the next 12 months, some lenders will also request a letter from your physician or a Social Security determination that the disability is expected to continue long-term.

The lender processes these documents the same way they would use pay stubs and W-2s for an employed borrower. There is no separate or additional underwriting layer for disability income — lenders are required by law to evaluate it on equal footing.

Are There Additional Programs for Homebuyers with Disabilities?

Beyond standard DPA programs, Tampa Bay buyers with disabilities may be eligible for resources that other buyers cannot access.

Section 8 Homeownership Vouchers — The Tampa Housing Authority's Housing Choice Voucher program allows qualifying participants to convert their rental voucher toward monthly mortgage payments instead. This is entirely separate from DPA and provides a powerful ongoing housing cost reduction.

ABLE Accounts (Achieving a Better Life Experience) — Florida residents with qualifying disabilities can save in a state-administered ABLE account without those savings counting against SSI's asset limit (up to $100,000). Funds in an ABLE account can be used for qualified disability-related expenses including housing costs such as a down payment. If you are currently saving toward a home purchase, an ABLE account protects those savings from affecting your SSI eligibility.

HUD-Approved Housing Counselors — A HUD-certified housing counselor can identify programs specific to your disability status that a standard lender intake process might miss. Most DPA programs require a homebuyer education course anyway, and many approved providers have staff experienced in working with buyers with disabilities.

For buyers who are also navigating the overall first-time buyer process for the first time, the detailed program guides at firsttimehomebuyertb.com cover the full landscape of what is available to Tampa Bay buyers entering the market.

Can a Lender Discriminate Against Disability Income?

No. The Fair Housing Act and the Equal Credit Opportunity Act prohibit lenders, servicers, and DPA program administrators from discriminating on the basis of disability status. This means a lender cannot refuse to consider your SSDI or SSI as qualifying income, ask about the nature or cause of your disability, impose additional documentation requirements not required of other borrowers, or deny DPA assistance solely because the income is disability-related rather than employment-based.

In practice, most participating lenders in Florida's DPA programs handle disability income routinely and understand the documentation requirements. If you encounter a lender who questions whether your SSDI counts as real income, that is a signal to find a different lender. The rules are clear and the programs are built to accommodate you.

What Does Buying Look Like as a Disability Income Buyer in Tampa Bay?

The path to closing is the same as for any other buyer: get pre-approved with a DPA-participating lender, find a home within the program's purchase price limits, negotiate a contract, and close with DPA funds applied at the table. The difference is in the documentation package — award letters and bank statements rather than pay stubs and W-2s.

One practical note: gather your SSA documents early. Request a fresh benefit verification letter at ssa.gov before starting your pre-approval, since some award letters are several years old and lenders prefer a recent statement. If your letter does not show a monthly dollar amount (some older letters display annual totals), the new verification letter will include both.

Frequently Asked Questions

Yes, if your SSDI benefit is large enough to support the monthly mortgage payment. SSDI is treated as permanent income by lenders and DPA programs. If the SSDI amount alone doesn't qualify for the loan size you need, a co-borrower's income can be combined with yours for a stronger application.
