Can You Get Down Payment Assistance If You're Not a First-Time Buyer?

One of the most common misconceptions about down payment assistance is that only first-time homebuyers qualify. While many programs do target first-time buyers, several Florida DPA options are available to repeat buyers — people who currently own a home or have owned one recently.
What Counts as a First-Time Buyer in Florida?
Before diving into repeat-buyer options, it helps to understand the definition. According to Florida Housing, a first-time homebuyer is someone who has not owned a primary residence in the past three years. If you owned a home but sold it or went through foreclosure more than three years ago, you qualify as a first-time buyer again. This broader definition opens doors for many buyers who assume they are disqualified.
FL Assist — No First-Time Requirement in Target Areas
FL Assist provides $10,000 as a deferred-payment second mortgage. While it generally requires first-time buyer status, buyers purchasing in federally designated target areas may be exempt from this requirement. Target areas are census tracts identified by HUD as needing economic development — and many exist throughout Tampa Bay, including parts of Tampa, St. Petersburg, and other urban cores.
Hometown Heroes Expanded Eligibility
The Florida Hometown Heroes program has expanded since its original launch. While it still requires first-time buyer status for most applicants, veterans and active-duty military purchasing in target areas may qualify regardless of prior homeownership. The program's 5% assistance on the first mortgage amount makes it worth investigating even if you think you might not qualify.
Chenoa Fund — Open to Repeat Buyers
The Chenoa Fund is a national DPA program available through participating lenders in Florida. According to the Chenoa Fund, it offers 3.5% or 5% assistance and does not require first-time buyer status. The assistance comes as a forgivable or repayable second mortgage depending on the product selected. Income limits and credit requirements apply, but the absence of a first-time buyer requirement makes it a valuable option for repeat buyers.
County Programs with Exceptions
Some county-level programs in Tampa Bay offer exceptions for buyers in specific situations. Purchasing in a targeted revitalization area, buyers who lost a home to a federally declared disaster, and divorced individuals who no longer own a home may qualify for county DPA even without meeting the traditional first-time buyer definition.
The Three-Year Reset

If you sell your current home and wait (or rent) for three years, you regain first-time buyer status and qualify for the full range of Florida DPA programs.
