Can You Use DPA If You Already Own a Home?

Most people assume you need to be a first-time homebuyer to qualify for down payment assistance. That is true for many programs — but not all. If you currently own a home or have owned one recently, several Florida DPA options may still be available to you.
The First-Time Buyer Definition Revisited
According to Florida Housing, a first-time homebuyer is someone who has not owned a primary residence in the past three years. This means if you sold your home and have been renting for three or more years, you qualify as a first-time buyer again. But what if you currently own a home or sold within the last three years?
FL Assist in Target Areas — No First-Time Requirement
FL Assist provides $10,000 as a deferred-payment second mortgage. While it generally requires first-time buyer status, buyers purchasing in federally designated target areas can be exempt from this requirement. Target areas are census tracts identified by HUD as needing economic development. Several target areas exist throughout Tampa Bay, including portions of Tampa, St. Petersburg, and other urban communities.
This means a current homeowner could potentially receive $10,000 in DPA by purchasing their next home in a target area — even while still owning their current property (as long as the new home will be their primary residence).
Chenoa Fund — Open to All Buyers
The Chenoa Fund is a national DPA program available through participating Florida lenders that does not require first-time buyer status. According to the Chenoa Fund, it provides 3.5% or 5% of the purchase price as a forgivable or repayable second mortgage. Income limits and credit requirements apply, but the absence of a first-time buyer requirement makes it the most accessible DPA option for repeat buyers.
Selling and Buying Simultaneously
If you own a home and plan to sell it while purchasing a new one, timing matters for DPA eligibility. If you close on the sale of your current home before purchasing the new one, and you can demonstrate three years without ownership, you regain first-time buyer status. If you need to buy before selling, the Chenoa Fund or FL Assist in target areas may be your only DPA options.
Some buyers use bridge financing or a contingent sale to manage the timing. An experienced lender can structure the transaction to maximize your DPA eligibility.
Veterans and Target Area Exceptions
Veterans and active-duty military purchasing in target areas may qualify for Hometown Heroes and other Florida Housing programs regardless of prior homeownership. This exception recognizes the unique housing challenges military families face with frequent relocations.
County Programs with Repeat Buyer Options
Some county SHIP programs offer exceptions for repeat buyers in specific situations. Buyers in targeted revitalization areas, those who lost a home to a natural disaster, and divorced individuals who no longer own property may qualify for county DPA without meeting the traditional first-time buyer definition. Check with your county's housing office for current guidelines.
