Most Tampa Bay buyers using down payment assistance are putting somewhere between 3% and 5% down. That's a smart move when DPA funds cover what you can't — but putting less than 20% down means one additional line item shows up on your mortgage statement every month: private mortgage insurance, or PMI. Understanding how PMI interacts with your DPA loan choice is one of the most overlooked cost decisions in the homebuying process.

Here's what you need to know before you sign anything.

What Is Private Mortgage Insurance — and Why Do Lenders Require It?

PMI protects the lender — not you — if you default on your loan. When a borrower puts less than 20% down, the lender has less equity cushion if the home needs to be sold in foreclosure. PMI offsets that risk by insuring the lender for a portion of the loan balance.

On a conventional loan, PMI is a monthly premium added to your payment. On an FHA loan, it's called mortgage insurance premium (MIP), and it comes in two parts: an upfront payment added to your loan balance, plus a monthly premium.

Neither PMI nor MIP is permanent — but the rules for canceling each are very different, and those differences matter significantly depending on which DPA program you use.

How Does FHA Mortgage Insurance Work with DPA?

FHA loans paired with down payment assistance remain the most popular combination in Tampa Bay. FHA allows 3.5% down (or 3% in some cases), which pairs naturally with DPA programs that cover the down payment and closing costs.

FHA MIP has two components. The upfront MIP is 1.75% of the base loan amount, rolled into your loan balance — so on a $350,000 loan, that's $6,125 added to what you owe. The only way to eliminate it is to refinance into a conventional loan once you've built enough equity. There is no automatic cancellation on modern FHA loans with high original LTV.

That difference is significant.

  • Standard FHA MIP: ~$160/month (0.55% annual, life of loan)
  • Standard conventional PMI at 720 credit score, 3% down: ~$247/month (0.85% annual)
  • HFA Preferred reduced MI at 720 credit score: ~$99/month (0.34% annual)

Can DPA Help You Avoid PMI Altogether?

In theory, if DPA brought your total down payment to 20% or more of the purchase price, you'd avoid PMI entirely. In practice, most Florida DPA programs provide 3% to 5% of the loan amount — which, combined with minimum borrower contributions, still puts total down payment below 20% on most purchases.

Some lenders offer 80-10-10 piggyback loan structures that avoid PMI, but these typically don't pair with government DPA programs. For most DPA buyers in Tampa Bay, some form of mortgage insurance is part of the deal — the goal is to minimize its cost and understand when it ends.

When Does PMI Cancel on a Conventional Loan?

This is where conventional loans — including HFA Preferred — hold a clear long-term advantage over FHA.

Under the Homeowners Protection Act, PMI on a conventional loan must automatically cancel when your loan balance reaches 78% of the original purchase price, based on your original amortization schedule. You can also request cancellation earlier once you've reached 80% loan-to-value through payments, appreciation, or home improvements — though the lender may require an appraisal to document current value.

In a Tampa Bay market where home values have appreciated meaningfully, buyers who purchased in 2024 or 2025 using HFA Preferred may already be approaching — or past — the 80% LTV threshold based on market appreciation alone. Refinancing into a no-PMI conventional loan at that point is a real option.

  • First mortgage principal and interest

  • Estimated property taxes and homeowners insurance (usually escrowed)
  • Any second mortgage payment (FL HLP has a monthly payment; FL Assist and most forgiven DPA do not)

For buyers with strong credit using Hometown Heroes or FL Assist, conventional is often the better-value choice.
