Assumable Mortgages vs. Down Payment Assistance in Florida — Which Saves You More?

With mortgage rates still elevated heading into late 2026, two affordability strategies keep coming up in conversations with Tampa Bay buyers: using down payment assistance to reduce what you bring to closing, or assuming an existing low-rate FHA or VA mortgage from the seller. Both approaches attack the affordability problem — but from completely different angles, and they almost never work at the same time.
If you've been wondering whether you can combine the two, the short answer is no — at least not for state-run Florida programs. Here's why, and how to decide which path actually saves you more.
What Is an Assumable Mortgage?
An assumable mortgage allows a qualified buyer to take over the seller's existing loan — at the seller's original interest rate, remaining balance, and original terms — instead of obtaining a new loan. Government-backed loans are generally assumable: FHA loans are assumable with lender and FHA approval, and VA loans are assumable by qualified buyers (including non-veterans, though the veteran's entitlement remains tied up until the loan is paid off or refinanced).
Conventional loans are almost never assumable. Most conventional mortgage notes include a due-on-sale clause that requires full repayment when the property transfers.
In today's rate environment, assuming a seller's 3.0% or 3.5% FHA mortgage originated in 2020 or 2021 can produce substantial monthly savings compared to taking a new loan at current market rates. On a $300,000 loan balance, the difference between 3.2% and 7.0% is roughly $750 per month — a far larger benefit than most DPA programs deliver.
Can You Use Florida Down Payment Assistance on an Assumable Mortgage?
No — and this is the critical distinction buyers often miss.
Florida Housing Finance Corporation programs, including Hometown Heroes, FL Assist, and HFA Preferred PLUS, are structured as second mortgages that attach to a newly originated first mortgage from an FHFC-approved lender. The assumption process produces no new origination — it transfers an existing loan. Because there is no new first mortgage, there is no qualifying loan for the DPA second mortgage to attach to.
The same limitation applies to Hillsborough County's Home Sweet Home program, Pinellas County's Home Key Plus, and most other local Florida DPA programs. They require a new, conforming first mortgage originated at closing — not a loan assumption.
This isn't a technicality lenders can work around. It's a structural requirement baked into how second mortgages are recorded and insured. If you pursue a loan assumption, you are on your own for the difference between the assumed loan balance and the purchase price.
What About the Gap Between the Assumed Balance and the Purchase Price?
This is the single biggest challenge with assumable mortgages — and it's the reason most buyers who find an attractive assumption deal still can't make it work.
Suppose a seller bought their home in 2021 for $320,000 with a 3.0% FHA mortgage. They put 3.5% down, so the original loan balance was about $309,000. After five years of payments and appreciation, the home is now worth $440,000 and the remaining loan balance is around $285,000.
As a buyer, you'd assume that $285,000 balance — but you still need to pay the seller $155,000 for their equity. That gap has to be covered in cash or through a second mortgage. Some credit unions and community banks offer second mortgages designed to bridge assumable loan gaps, but these are not DPA programs, carry market interest rates, and require monthly payments. If you don't have the equity gap in cash or can't qualify for a gap loan, the assumption isn't viable regardless of how attractive the rate is.
When Does Assuming a Mortgage Beat Using DPA?
The math favors assumption under specific conditions:
- The rate difference is large: Assuming a 3.0%–3.5% loan versus taking a new 6.5%–7.5% loan creates monthly savings of $600–$900 on a $300,000 balance. That dwarfs what most DPA programs provide in dollar terms.
- The equity gap is manageable: If you have $50,000–$80,000 in cash or can access it through a family gift or gap loan, bridging a modest equity gap is feasible.
- You plan to stay long term: The rate savings compound over time. The longer you hold the assumed loan, the more it saves — while DPA's benefit is a one-time cash reduction at closing.
- You don't need DPA to qualify: If you can cover the down payment from other sources, giving up DPA compatibility is not a barrier.
When Is Down Payment Assistance the Better Choice?
For most Tampa Bay first-time buyers in 2026, DPA is the more accessible option by a wide margin. Here's when it wins:
- You don't have a large cash reserve: Assumption requires covering the equity gap in cash. DPA helps buyers with limited savings access homeownership — the programs exist precisely for this purpose.
- You're buying a property with low seller equity: If the seller owes close to the current value — common in recent purchases — the equity gap is small, but so is the assumed balance. There's less rate advantage to capture.
- You want a conventional loan: HFA Preferred with reduced mortgage insurance paired with FL Assist or Hometown Heroes offers a strong total package. You get a new-construction or any-condition home, conventional loan terms, and up to $35,000 in DPA.
- The seller's loan is FHA and rate advantage is modest: If the assumed rate is only 1–2 percentage points below current market, the assumption process adds complexity and time without delivering breakeven savings for most hold periods.

Can You Use DPA to Cover Closing Costs on a VA Loan Assumption?
This is one area where a partial workaround exists — though it's narrow.
If you're assuming a VA loan rather than originating a new one, some county-administered programs and seller concessions may help cover closing costs associated with the assumption process. However, standard Florida Housing second mortgage DPA programs still won't apply, because they require new first mortgage origination.
Veterans who are originating a new VA loan — not assuming one — have a different set of options. VA loans require zero down payment, which means DPA can go entirely toward closing costs. FL Assist's $10,000 and Hometown Heroes' up to $35,000 become closing cost funds rather than down payment funds for VA buyers. How Do You Find Assumable Listings in Tampa Bay?
Assumable mortgages aren't flagged on most MLS listing portals — you have to identify them through your REALTOR® or by requesting seller mortgage information during negotiations. FHA and VA loans originated before 2022 are your best targets, since those vintages are most likely to carry rates below 4%.
