USDA Loan + Down Payment Assistance in Florida — The $0 Out-of-Pocket Strategy for Tampa Bay Buyers
By Barrett Henry, REALTOR® & Broker Associate at REMAX Collective
Most Tampa Bay buyers have heard of FHA loans and VA loans. Fewer know about the USDA loan — and even fewer know you can combine it with down payment assistance to buy a home with literally nothing out of pocket. If you're looking at homes in outer Hillsborough County, Plant City, Wimauma, Ruskin, or other areas outside the urban core, this combination deserves a serious look.
What Is a USDA Loan and Who Qualifies?
The U.S. Department of Agriculture (USDA) offers a home loan program officially called the Single Family Housing Guaranteed Loan Program. Despite the name, it has nothing to do with farming — it's designed to help low-to-moderate income buyers purchase homes in eligible rural and suburban areas.
Here's what makes USDA loans stand out: zero down payment required. That's right — 100% financing. You can buy a home without putting a single dollar toward the purchase price. The USDA also keeps interest rates competitive and charges a lower ongoing mortgage insurance fee than FHA loans, making monthly payments surprisingly affordable.
To qualify for a USDA loan in Florida, you generally need a credit score of at least 640, a debt-to-income ratio under 41% (though exceptions exist), stable employment history, and a household income that doesn't exceed the USDA's limits for your county. In Hillsborough County, the standard USDA income limit for a household of 1–4 people was approximately $112,450 in 2026 — higher than many buyers expect.
Which Tampa Bay Areas Are USDA-Eligible?
This is where many buyers get confused. USDA loans are not available everywhere in Tampa Bay — the property must be in a USDA-designated eligible area. The good news is that more of Tampa Bay qualifies than you might think.
Communities in the Tampa Bay region that often fall within USDA-eligible zones include Plant City, Wimauma, portions of Ruskin, eastern parts of Hillsborough County, Zephyrhills (Pasco County), parts of Polk County, and rural sections of Manatee and Sarasota counties. The urban core of Tampa, St. Petersburg, and Clearwater does not qualify.
The only authoritative source for eligibility is the USDA's own address-specific eligibility map at eligibility.sc.egov.usda.gov. Before falling in love with a home, run the address through that map. One street can be eligible while the next block over is not.
Why Do You Still Need Cash for Closing If USDA Is Zero Down?
Zero down payment is not the same as zero cash at closing. Even with a USDA loan, you'll face closing costs — lender fees, title insurance, appraisal, prepaid property taxes, homeowners insurance, and more. In Tampa Bay, closing costs typically run 2% to 5% of the purchase price.
On a $300,000 home, that could mean $6,000 to $15,000 you need to bring to the table. For many first-time buyers, that cash requirement is the real barrier — not the down payment. This is exactly where down payment assistance programs become powerful.
How FL Assist Works with a USDA Loan
FL Assist is a Florida Housing Finance Corporation (FHFC) program that provides up to $10,000 as a 0% interest deferred second mortgage. There are no monthly payments on the FL Assist loan — the balance is only due when you sell, refinance, or move out of the home.
The critical detail: FL Assist is compatible with USDA first mortgages. When a lender originates your USDA loan through the Florida Housing network, FL Assist can be layered on top to cover your closing costs. The result is a home purchase with no down payment (USDA handles that) and no closing cost cash out of pocket (FL Assist covers it).
This combination requires working with a lender who is approved for both USDA loans and Florida Housing programs — not every lender qualifies. Ask your agent or contact Barrett Henry at (813) 733-7907 for a referral to a lender experienced with this specific combination.
Can Hometown Heroes Be Used with a USDA Loan?
Yes. The Florida Hometown Heroes program is also compatible with USDA loans. If you work as a teacher, nurse, law enforcement officer, firefighter, or in another eligible profession, Hometown Heroes can provide up to 5% of your first mortgage amount — minimum $10,000, maximum $35,000 — as down payment and closing cost assistance.
For a USDA borrower, Hometown Heroes assistance would go entirely toward closing costs since the USDA loan already covers 100% of the purchase price. On a $350,000 purchase, that's potentially $17,500 in closing cost help through Hometown Heroes alone.
One important note: FL Assist and Hometown Heroes cannot be combined on the same loan — you choose one or the other. For most USDA borrowers, Hometown Heroes is the better choice if you qualify because the amount is substantially larger. If you don't qualify for Hometown Heroes, FL Assist fills the gap nicely for most closing cost scenarios.

What Are the USDA Income Limits vs. DPA Income Limits?
This is a nuance that trips up many buyers. USDA loans have their own household income limits that are separate from Florida Housing's income limits. The USDA measures total household income — including the income of all occupants over 18, even those not on the loan — while Florida Housing typically measures only the borrowing adults' income.
In Hillsborough County, the 2026 USDA income limit for a household of 1–4 people sits around $112,450, and for 5–8 people it's approximately $148,450. Florida Housing's income limits for DPA programs are typically lower, often around $80,000–$90,000 depending on household size and program.
The practical result: if your income qualifies for the DPA program, it almost certainly qualifies for USDA. The more restrictive limit is usually the DPA program's, not the USDA's. However, because USDA counts all household members, a high-earning adult family member living in the home could disqualify you for USDA even if the borrowers themselves have modest incomes.
What About USDA's Guarantee Fee — Is It Like PMI?
USDA loans do not require private mortgage insurance (PMI) in the traditional sense, but they do charge a guarantee fee to fund the program. The 2026 USDA guarantee fee is 1% of the loan amount upfront (typically rolled into the loan) and 0.35% annually (added to monthly payments).
Compare that to FHA loans, which charge 1.75% upfront and 0.55% annually for most borrowers. The USDA's ongoing annual fee is significantly lower than FHA's mortgage insurance premium, which is a meaningful advantage over the life of the loan.
On a $300,000 USDA loan, the annual guarantee fee of 0.35% works out to roughly $87.50/month — far less than the $137.50/month you'd pay on FHA mortgage insurance.
How Long Does Closing Take with USDA + DPA?
USDA loans typically take a bit longer than FHA or conventional loans because the file must receive approval from both the lender and USDA's Rural Development office. Expect 45 to 60 days rather than the typical 30-day closing window. Plan for this when writing your offer.
How long DPA takes covers the full timeline in detail. When you're combining USDA with FL Assist or Hometown Heroes, your lender coordinates both approvals simultaneously, but the USDA's rural development review is the usual pacing factor. Give yourself and your seller realistic expectations.
Real Buyer Scenario: Plant City USDA + FL Assist
Here's what this looks like in practice. A first-time buyer is purchasing a $275,000 home in Plant City, which is USDA-eligible. They have decent credit (670), stable employment, and a household income of $72,000. They have $4,000 in savings.
- Purchase price: $275,000
- Down payment required (USDA): $0
- USDA upfront guarantee fee (1%, rolled into loan): $2,750
- Loan amount: $277,750
- Estimated closing costs: $7,500
- FL Assist DPA: $7,500 (applied at closing)
- Cash needed at closing: ~$0 to $500 depending on final numbers
This buyer purchased a home with minimal out-of-pocket cash using a program combination that's been available for years. The only reason more buyers don't use it is that they've never heard of it — or their agent didn't know to bring it up.

Is a USDA Loan Right for You?
USDA loans are not for everyone, and they're not available everywhere. But for buyers open to the right areas of Tampa Bay — particularly the outer ring of Hillsborough County, Pasco, and portions of Polk and Manatee — it can be the lowest-cost path to homeownership available.
If you qualify for Hometown Heroes on top of a USDA loan, you're looking at potentially $0 out of pocket plus reduced mortgage insurance versus FHA. That combination is rare in the mortgage world.
