Tampa CRA Down Payment Assistance — How East Tampa Buyers Can Access Up to $100,000 in 2026
By Barrett Henry, REALTOR® & Broker Associate at REMAX Collective
Most Tampa Bay buyers who do their homework learn about the City of Tampa's Dare to Own the Dream (DARE) program and come away thinking they understand what city-level assistance looks like. But there is a second, separate City of Tampa down payment assistance program that operates through a different funding stream, covers different geographic areas, and in one specific part of the city can deliver an amount of assistance that virtually no other program in Florida can match: up to $100,000 for buyers purchasing in the East Tampa Community Redevelopment Area.
That figure is not a typo. The Tampa CRA Down Payment Assistance Program, administered through the City's Community Redevelopment Areas, offers up to $50,000 for income-qualified buyers purchasing within a designated CRA boundary — and buyers in East Tampa can access an additional $50,000 on top of that base amount, bringing the maximum to $100,000 in a single CRA DPA transaction. Understanding what this program is, how it differs from DARE, and who can benefit is worth your time before you go under contract anywhere near Tampa's redevelopment corridors.
What Is the Tampa CRA Down Payment Assistance Program?
Community Redevelopment Areas are specially designated zones created under Florida Statute 163 to address blight and spur economic investment in neighborhoods that have experienced disinvestment over time. The City of Tampa administers more than a dozen CRAs across the city, each with its own annual budget funded through tax increment financing — a mechanism that captures a portion of property tax growth within the zone and reinvests it back into the neighborhood.
The Tampa CRA Down Payment Assistance Program uses a portion of these CRA funds to help income-qualified buyers purchase homes within CRA boundaries. The program operates independently of the City of Tampa DARE program, which draws from federal CDBG and HOME money. Both are administered by the City's Housing and Community Development division, but they have different eligibility rules, different income-to-benefit tiers, and importantly, different geographic footprints. A buyer inside a CRA boundary may qualify for one, the other, or potentially both.
The CRA DPA is structured as a deferred, zero-interest second mortgage. Like DARE, it carries no monthly payment — funds sit silently behind your primary loan and are repaid only when you sell, refinance, or vacate the property. There are no accruing interest charges and no prepayment penalties.
Which Community Redevelopment Areas Are Eligible?
Tampa maintains active CRAs in several neighborhoods across the city. Redevelopment areas that have historically been included in the CRA DPA program include:
- East Tampa CRA — a large area extending east from downtown along the MLK Jr. Boulevard corridor
- Ybor City CRA — covering the historic Latin Quarter east of downtown
- West Tampa CRA — west of the Hillsborough River near Cypress Street and Columbus Drive
- Drew Park CRA — the industrial and residential corridor near Tampa International Airport
- Central Park CRA — north of downtown near the Dr. Martin Luther King Jr. Boulevard and Central Avenue area
- Channel District CRA — the waterfront district near Port Tampa Bay
Not all CRA zones are residential in character or carry the same DPA funding. East Tampa has historically received the largest CRA DPA allocations due to its scale and the City's investment priorities. Before assuming a specific property qualifies, confirm its eligibility with the City of Tampa or an approved housing counseling agency — CRA boundaries do not always follow visible street patterns, and a home one block outside the line may not qualify even if the surrounding neighborhood does.
How Much Assistance Can Buyers Receive?
The Tampa CRA Down Payment Assistance Program uses an income-tiered structure that delivers higher benefits to lower-income households. Based on the 2026 program guidelines, assistance amounts are structured as follows relative to Area Median Income (AMI) for the Tampa metropolitan area:
- 50.01% to 80% AMI: up to $50,000
- 80.01% to 120% AMI: up to $40,000
- 120.01% to 140% AMI: up to $30,000
Households below 50% AMI are not eligible under current program guidelines, as those income levels are targeted by different federal programs.
For buyers purchasing within the East Tampa CRA specifically, the City expanded the program in 2026 to make an additional $50,000 available on top of the base tier amount. A buyer at 65% AMI purchasing in East Tampa could therefore access $50,000 in base CRA DPA plus $50,000 in East Tampa enhancement — a total of $100,000 in city-sourced down payment assistance before any state or federal programs are layered on.
That level of assistance is genuinely transformational for an affordable-range purchase. A buyer acquiring a $250,000 home with $100,000 in CRA DPA would need an extremely small primary loan, and depending on their income, could potentially qualify for additional stacked state DPA programs on top of that.
How Does This Differ from the DARE Program?
Buyers sometimes assume the Tampa CRA program and the DARE program are two names for the same thing. They are not. Here are the key distinctions:
Funding source: DARE draws from federal CDBG and HOME Investment Partnerships money administered through the City's general affordable housing budget. CRA DPA draws from tax increment financing funds specific to each CRA zone. The funding streams are legally separate.
Geographic scope: DARE is available city-wide for properties within Tampa city limits. CRA DPA is available only for properties within a designated Community Redevelopment Area. Not all Tampa addresses sit inside a CRA.
Income structure: Both programs use AMI-based income tiers, but the tier cutoffs and amounts differ between programs. The CRA program's upper eligibility cap is 140% AMI, consistent with DARE, but the benefit amounts within each tier may differ depending on current program terms.
Stacking potential: Because CRA DPA and DARE draw from different legal funding sources, they may be stackable for eligible buyers in CRA zones. A buyer in East Tampa who qualifies for both DARE (up to $50,000) and CRA DPA (up to $100,000 with the East Tampa enhancement) could theoretically access $150,000 in total city-level assistance — subject to the combined assistance not exceeding actual down payment and closing cost need. Always confirm current stacking rules with your lender and housing counseling agency, as program guidelines change.
What Are the Eligibility Requirements?
The Tampa CRA Down Payment Assistance Program shares several core requirements with DARE and with Florida state programs:
First-time buyer status: You must not have owned a primary residence in the previous three years. This is the standard first-time buyer definition used across most Florida DPA programs. Previous homeownership longer than three years ago does not disqualify you.
Income qualification: Your total household income — including all borrowers and all household members — must fall between 50.01% and 140% of AMI for the Tampa metro area. Exact dollar amounts change annually as HUD updates AMI figures; confirm current limits with the City or an approved agency.
Property location: The home you are purchasing must be within a designated Tampa CRA boundary. Confirm this before investing time in the counseling process.
Homebuyer education: You must complete homebuyer education through a HUD-approved housing counseling agency before receiving a CRA DPA reservation. The same agencies that handle DARE — Housing Education Alliance, R.E.A.C.H., Solita's House, and Tampa Bay Neighborhood Housing Services — are approved for CRA DPA as well. You must not already be under contract when you seek a reservation; the program does not issue retroactive approvals.
Loan type restriction: Adjustable-rate mortgage (ARM) loans are not permitted with CRA DPA. Your primary loan must be a fixed-rate mortgage.
Property inspection: The program requires an independent home inspection by the buyer and a Housing Quality Standards (HQS) inspection by the City of Tampa before closing. The HQS inspection is an additional requirement compared to standard DPA transactions and can add time to your closing timeline.
Can You Stack CRA Assistance with State Programs?
The critical question for Tampa buyers is whether CRA DPA can be layered with state programs like Florida Hometown Heroes or FL Assist. The answer depends on lender participation and program compatibility at the time you apply.
CRA DPA is locally administered, not part of the Florida Housing Finance Corporation system. This means it operates outside the rules that prevent stacking two FHFC programs together. In principle, a buyer could have:
- A primary FHA or conventional loan
- State DPA (Hometown Heroes or FL Assist) as a second mortgage
- CRA DPA as a third mortgage
Whether this works in practice depends on whether your lender participates in both the state program and the CRA DPA program, and whether investor guidelines on the primary loan allow multiple subordinate liens. FHA loans are generally more permissive here than conventional. The guide on stacking multiple DPA programs in Florida explains the mechanics of layering local, state, and federal assistance.
For buyers in eligible first-time buyer situations, combining CRA DPA with a state program and potentially DARE could eliminate virtually all out-of-pocket costs at closing. That outcome requires careful coordination and a lender experienced in multi-program transactions — but it is within reach for the right buyer in the right neighborhood.
How Do You Start the Tampa CRA DPA Process?
The entry point is the same as DARE: contact one of the City's approved housing counseling agencies before you begin searching for a home or go under contract. The agency will review your income, verify CRA boundary eligibility for your target area, prepare your application, and submit it to the City on your behalf.
Allow several weeks for the City review and approval process. The HQS inspection requirement adds an additional step after you have a property under contract. Sellers in East Tampa and other CRA zones should be advised upfront that this inspection is a program requirement — it is not optional, and a property that fails HQS will need repairs before the CRA DPA can fund.
