Polk County Down Payment Assistance Programs — 2026 Guide
By Barrett Henry, REALTOR® & Broker Associate at REMAX Collective
Polk County is one of the fastest-growing counties in Florida, and demand for housing in Lakeland, Winter Haven, Bartow, and Haines City has pushed prices up steadily. That makes down payment assistance more valuable than ever — and Polk County buyers have access to multiple programs at both the county and state level.
What Down Payment Assistance Programs Are Available in Polk County?
Polk County buyers can tap into three layers of assistance: the Polk County SHIP program, the City of Lakeland housing programs (for buyers purchasing inside city limits), and statewide programs administered by the Florida Housing Finance Corporation. These programs can sometimes be combined, giving eligible buyers significant help at closing.
The Florida Hometown Heroes program relaunched in July 2026 with $50 million in new funding and is available to Polk County buyers. It provides up to 5% of the first mortgage amount — up to $35,000 — as a 0% interest deferred second mortgage. Income limits for Polk County apply, and you must be employed full-time by a Florida-based employer. See our full Florida Hometown Heroes guide for details.
FL Assist provides a flat $10,000 as a deferred-payment second mortgage at 0% interest with no monthly payments. It is available through Florida Housing-approved lenders throughout Polk County and does not require you to be employed by a Florida employer, making it more accessible for remote workers and retirees transitioning into homeownership.
What Is the Polk County SHIP Program?
SHIP stands for State Housing Initiatives Partnership. Florida distributes SHIP funds to counties, and each county uses them to run its own local housing assistance programs. Polk County received $4.7 million in SHIP funding for the 2026–2027 state fiscal year, with approximately $1.2 million earmarked specifically for down payment and closing cost assistance.
The current funding cycle opened July 1, 2026 and funds are available on a first-come, first-served basis through June 30, 2027 or until all funds are committed — whichever comes first. Polk County SHIP assistance is structured as a deferred second mortgage at 0% interest. No monthly payments are required, and repayment is triggered when you sell, refinance, or no longer occupy the home as your primary residence.
To qualify for Polk County SHIP, you must have lived in Polk County for at least one year prior to applying, complete a HUD-approved homebuyer education course within 18 months before closing, contribute a minimum of $750 of your own funds toward the purchase, and qualify for a first mortgage through an approved lender. Income limits apply based on the county Area Median Income (AMI). Contact the Polk County Housing Division at (863) 534-5240 for current availability and to confirm income limits for your household size.
What Lakeland-Specific Programs Exist?
If you are buying a home within the Lakeland city limits, the City of Lakeland Housing Division administers separate programs using a combination of SHIP, HOME, and Community Reinvestment Act (CRA) funds. These programs are managed in partnership with HANDS of Central Florida and offer tiered assistance based on income level.
Benefit amounts have varied over time, so verify current figures with the City of Lakeland Housing Division at (863) 834-3360 before planning around them. Historically the programs have offered more generous assistance to very low- and low-income buyers than to moderate-income buyers, reflecting the federal income-targeting requirements attached to HOME funds. Funding availability changes throughout the year as the city draws down its allocation.
Can You Stack Polk County SHIP with a State DPA Program?
In some cases, yes — but it depends on the programs involved and how they interact at the loan level. Some county SHIP programs are designed to layer with state assistance, while others treat the state DPA as a first lien that affects available SHIP funds. An approved lender who works with both Florida Housing and Polk County programs is the best person to run the numbers for your specific situation. Read our guide on how to stack multiple DPA programs in Florida for a broader overview of how layering works.
What Are the Income Limits for Polk County DPA?
Income limits for each program are based on the county AMI and your household size, and they are updated annually by the U.S. Department of Housing and Urban Development. For 2026, Polk County's AMI is lower than Hillsborough or Pinellas, which means the absolute dollar thresholds are also lower — but so are home prices, so the programs remain accessible to a wide range of buyers.
Hometown Heroes in Polk County caps income at the county AMI for a household of the same size. FL Assist has its own separate limits, which differ from Hometown Heroes. SHIP limits are tiered — very low income is typically set at or below 50% of AMI, low income at 51–80%, and moderate income at 81–120%. See our 2026 income limits guide for context on how these thresholds work across programs.
What Types of Homes Qualify for Polk County DPA?
All Florida Housing state programs cover single-family homes, townhomes, and eligible condos used as a primary residence. Purchase price limits apply and vary by program. The Polk County SHIP program follows similar property type guidelines, but the local program rules take precedence — verify with the county whether the specific property you are considering qualifies.
As with all Florida DPA programs, the property must pass an appraisal and, in some cases, a property condition inspection. See our guide on property condition requirements for DPA loans in Florida to understand what inspectors look for.
Is Polk County a Good Place to Buy with DPA in 2026?
Polk County offers some of the most affordable home prices in the Tampa Bay region. Median prices in Lakeland and Winter Haven remain below those in Hillsborough and Pinellas, meaning the same DPA funds stretch further. The county also falls within commuting distance of Tampa and Orlando, making it attractive to buyers who work remotely part of the week or split time between metros.
If you are a first-time buyer who has not owned a primary residence in the past three years, you likely qualify for at least one of the programs above.
