Part-Time Income and Down Payment Assistance in Florida — What Tampa Bay Buyers Need to Know in 2026

Tampa Bay homebuyer reviewing part-time income documents for down payment assistance application

For many Tampa Bay households, part-time work is not a temporary situation — it's a deliberate lifestyle choice, a second income stream, or simply the reality of an industry that doesn't offer 40-hour positions. Nurses who scaled back after having children, teachers holding two jobs to build savings, retail workers making a career transition — all of them can still buy a home using Florida down payment assistance programs. But getting approved requires a clear understanding of how lenders treat income that isn't full-time and salaried.

The good news is that Florida's major DPA programs — Hometown Heroes, FL Assist, and HFA Preferred PLUS — don't automatically disqualify part-time workers. The rules are the same ones that apply to any income: it must be stable, documented, and likely to continue. Here's how to navigate those requirements in 2026.

Can You Use Part-Time Income to Qualify for a Mortgage in Florida?

Yes — with conditions. Lenders following Fannie Mae, Freddie Mac, FHA, and Florida Housing Finance Corporation (FHFC) guidelines will count part-time income toward your qualifying income, but only if it meets specific documentation and stability standards.

The core rule: the income must have a verifiable history and a reasonable expectation of continuance. Fannie Mae's guidelines require part-time income to be documented over the most recent two-year period and averaged over 24 months. FHA has similar guidance — if part-time income has been received for less than two years, the lender must provide written analysis showing it's stable enough to continue. If you've held the same part-time position for three years, you're in a strong position. If you started three months ago, that income likely will not count toward your qualifying total.

This matters for DPA because every FHFC program relies on your total qualifying income in two ways: to confirm you fall within program income limits, and to verify you can actually carry the mortgage payment. Income that doesn't meet the seasoning requirement is excluded from both calculations.

How Do Lenders Calculate Part-Time Income for Mortgage Qualification?

Lenders average your part-time income over the available documented history — typically 24 months. If your hours fluctuate, the lender looks at the earnings pattern over time rather than just your current hours.

Increasing part-time income is treated favorably. If you worked 15 hours per week two years ago and now work 25, lenders will average the two-year period and view the trend as a positive factor. Decreasing income is harder to use — the lender may be required to use only the most recent lower figure, which reduces your qualifying income compared to the historical average.

For W-2 part-time employees, tax returns and recent pay stubs are the primary documentation. For part-time workers who receive 1099 income or are self-employed, the rules are more complex — variable income documentation requirements apply. See our guide on commission, bonuses, and overtime income for DPA qualification for how irregular earnings are handled under FHFC programs.

Does Part-Time Income Affect Which Florida DPA Programs You Can Use?

Not directly — but it influences two things that do: your income eligibility and your maximum loan amount.

Income limits. FHFC DPA programs cap household income at a percentage of the Area Median Income (AMI) for your county. For Hillsborough County in 2026, the Hometown Heroes income limit is approximately $128,000 for a one- or two-person household. FL Assist and HFA Preferred PLUS programs use standard FHFC limits — typically around 80% AMI, which works out to roughly $65,000–$72,000 for a single buyer in most Tampa Bay counties. All documented qualifying income, including part-time wages, is included in this calculation. If your combined income stays below a program's limit, you may qualify. If part-time income pushes you over, that specific program won't apply. See the full breakdown in our 2026 Florida DPA income limits guide.

Loan size and DTI. Your qualifying income determines your debt-to-income ratio (DTI), which caps the monthly payment — and therefore the loan amount — you can carry. For most FHFC programs paired with FHA loans, the target DTI is 45% or lower, with some programs allowing up to 50% with compensating factors. Part-time income that qualifies increases your gross monthly income, which lowers your DTI and may allow a higher purchase price. Our DTI and DPA guide walks through how second mortgage programs are factored into the calculation.

What If You Work Multiple Part-Time Jobs?

Multiple part-time jobs can be combined into a single qualifying income — but each job must be individually documented and meet the stability requirements. A lender will average each job's earnings separately over the available history, then sum the averaged amounts. If you've held three part-time positions for two or more years each, all three can count toward your qualifying income.

A recently started second or third job typically cannot be included until it has a documented track record, usually one to two years depending on the loan type. One exception worth knowing: if the new part-time job is in the same field as a longer-held primary position (for example, a nurse who picks up per-diem shifts at a second hospital), some lenders and loan types will accept a shorter history if the work is in the same occupation.

If your income comes from multiple part-time 1099 sources rather than W-2 employment, you're in self-employed income territory — the documentation requirements are more extensive. The guide to DPA for self-employed buyers covers the specific forms and history requirements that apply.

Does Hometown Heroes Work for Part-Time Workers?

Yes — but Hometown Heroes adds one requirement that other FHFC programs don't: you must be employed full-time in a qualifying occupation. For this program, the FHFC defines "full-time" as at least 35 hours per week at a Florida employer in an eligible field (teachers, nurses, law enforcement, firefighters, military members, first responders, government employees, and many others).

This means a buyer working part-time — say, 20 hours per week as a school aide — may not meet the Hometown Heroes full-time employment requirement even if their income is otherwise stable and documentable. The FL Assist program, by contrast, has no occupation or full-time employment requirement. It's available to any income-eligible buyer who qualifies for a mortgage, regardless of how many hours per week they work. For a side-by-side comparison, see our FL Assist vs. Hometown Heroes breakdown.

What Documents Do You Need to Verify Part-Time Income?

Your lender will typically need the following to count part-time income toward your DPA application:

  • Most recent two years of W-2s or federal tax returns showing part-time earnings
  • Most recent 30 days of pay stubs showing year-to-date income and hours
  • Written Verification of Employment (VOE) confirming current part-time status, average hours, and likelihood of continuation
  • For 1099 or self-employed part-time work: two years of federal tax returns with Schedule C, a year-to-date profit and loss statement, and potentially bank statements

Having a complete income file ready before your lender submits for DPA reservation is one of the most practical ways to avoid delays. The most common reason DPA reservations get held up is missing income documentation — not program funding shortages. Our DPA application checklist covers every document category lenders and FHFC programs typically need.

A Realistic Example: Part-Time Nurse Buying in Tampa Bay

Consider a buyer working 24 hours per week as a registered nurse at a Tampa Bay hospital — below the 35-hour threshold for Hometown Heroes. She's held the position for three years and earns $58,000 annually. She's looking at homes priced around $270,000.

Her income, averaged over 24 months, fully qualifies toward her mortgage. At $58,000, she falls within FL Assist income limits for Hillsborough County and qualifies for the $10,000 deferred second mortgage. With a 3.5% FHA down payment of $9,450, FL Assist covers more than her entire down payment — leaving only closing costs to address. A seller concession negotiated at offer could close the gap entirely.

If she later moves to a full-time position (35+ hours), she would then qualify for Hometown Heroes — potentially replacing FL Assist with up to $13,500 (5% of a $270,000 purchase price) in assistance.
