Odessa, Trinity, and Keystone Ranch Down Payment Assistance — 2026 West Tampa Buyer Guide
By Barrett Henry, REALTOR® & Broker Associate at REMAX Collective
Odessa, Trinity, and Keystone Ranch sit in one of the fastest-growing corridors in the entire Tampa Bay region. New communities, A-rated schools, and easy access to the Veterans Expressway and SR-54 have made this stretch of west Hillsborough and southwest Pasco County a top destination for buyers who want more space without sacrificing proximity to Tampa. If you are buying in one of these communities, down payment assistance programs are available — and many buyers in this corridor qualify without realizing it.
Which County Is Odessa and Keystone Ranch In?
Odessa is an unincorporated community in Hillsborough County. Keystone Ranch — often called the Keystone area — is also in Hillsborough County, straddling the border with Pasco. Because both fall within Hillsborough County jurisdiction, buyers purchasing in Odessa and Keystone qualify for Hillsborough County down payment assistance programs in addition to all Florida state-level programs.
Trinity is an unincorporated community in Pasco County. Buyers purchasing a home with a Trinity, FL address qualify for Pasco County down payment assistance and all state programs, but not Hillsborough County's local programs.
The county line matters when it comes to the local layer of assistance, so confirm your specific address with a lender before planning around a particular program.
What State Programs Are Available in Both Areas?
Regardless of whether your home is in Hillsborough or Pasco County, all Florida Housing Finance Corporation programs are available to eligible buyers throughout the state.
Florida Hometown Heroes relaunched in July 2026 with $50 million in new funding. It provides up to 5% of the first mortgage amount — with a minimum of $10,000 and a maximum of $35,000 — as a 0% interest deferred second mortgage. You must be a first-time buyer who has not owned a primary residence in the past three years, be employed full-time by a Florida-based employer, and meet the income limit for the county where the property is located. Hillsborough and Pasco County income limits differ slightly, so confirm current figures with an approved lender.
FL Assist provides $10,000 as a flat deferred-payment second mortgage at 0% interest with no monthly payments. It is available throughout both counties and does not require Florida employer status, making it accessible for remote workers relocating to the area. See our comparison of FL Assist vs. Hometown Heroes to understand which program saves more for your situation.
HFA Preferred PLUS and HFA Advantage PLUS offer up to 3% or 4% of the first mortgage amount for down payment and closing costs in a grant-style structure that does not require repayment. These programs are attached to Fannie Mae and Freddie Mac conventional loans and typically offer slightly higher interest rates than market rates.
What Hillsborough County Programs Are Available in Odessa and Keystone?
The Hillsborough County DPA program is funded through SHIP and HOME dollars and provides assistance to income-qualified buyers purchasing in unincorporated Hillsborough County — which includes both Odessa and Keystone Ranch. Assistance is structured as a deferred-payment loan at 0% interest, with repayment triggered only when you sell, refinance, or stop occupying the home as your primary residence.
The current Hillsborough County program is administered through the Hillsborough County Housing Finance Authority (HFA) and the Hillsborough County Community Development office. Income limits are based on household size and the Tampa-St. Petersburg-Clearwater Area Median Income (AMI). Funding availability changes throughout the year, so contact the Hillsborough County Housing Finance Authority directly or work with an approved lender to confirm current status.
What Pasco County Programs Are Available in Trinity?
Pasco County administers its own SHIP-funded down payment assistance program for buyers purchasing in unincorporated Pasco County communities, including Trinity. The current program provides a deferred-payment second mortgage at 0% interest. Contact the Pasco County Community Development office at (727) 847-8199 to confirm current funding availability and application requirements for the 2026–2027 cycle.
Trinity buyers are also eligible for the Home Key Plus Second Mortgage program, which covers Pasco County and provides an additional layer of assistance beyond what the standard state programs offer.
What Are the Income and Purchase Price Limits for This Area?
For Hometown Heroes, Hillsborough County buyers are limited to the Tampa-St. Pete-Clearwater MSA income limits published by FHFC — in 2026 those figures are approximately $118,950 for a household of one to two people and around $138,775 for a household of three or more people, though the exact thresholds are updated annually and should always be verified with an approved lender.
Pasco County has separate limits that run slightly lower. For the current figures, see our Hometown Heroes income limits by county guide.
Purchase price limits also apply. For Hillsborough County in 2026, the statewide FHFC limit for existing homes is approximately $456,000 and for new construction around $533,000. Pasco County limits are comparable but should be verified.
Why Are Buyers Choosing Odessa, Trinity, and Keystone Ranch?
Home prices in this corridor have risen, but they still offer more space per dollar than closer-in Tampa neighborhoods like South Tampa or Carrollwood. Odessa and Keystone Ranch have some of the highest-rated schools in Hillsborough County, including Steinbrenner High School. Trinity feeds into Trinity High School in Pasco County, which is also well regarded.
The Veterans Expressway provides a direct route into downtown Tampa in under 25 minutes depending on traffic, and the recent SR-54 expansion has improved east-west access through the entire Pasco corridor. New construction communities in Odessa's Gunn Highway corridor and Trinity's Trinity Oaks area mean buyers can sometimes use DPA on a brand-new home, though builder requirements and program compatibility should be verified before signing a contract.
