One of the biggest questions about Florida Hometown Heroes is whether your income is too high to qualify. The program caps household income at the area median income (AMI) for the county where you are purchasing — and those limits are higher than most people expect. Here is what Tampa Bay buyers need to know about 2026 income limits.

How Are Hometown Heroes Income Limits Set?

The Florida Housing Finance Corporation sets income limits based on U.S. Department of Housing and Urban Development (HUD) area median income data. Limits are published annually and vary by county and household size. The limits apply to total household income — meaning all adults living in the home, not just the borrower on the mortgage.

2026 Income Limits by Tampa Bay County

Income limits change each year when HUD publishes updated AMI figures. For the Tampa-St. Petersburg-Clearwater MSA (covering Hillsborough, Pinellas, and Pasco counties), the limits tend to be higher due to the larger metro economy. Manatee County falls under the North Port-Sarasota-Bradenton MSA. Polk County has its own MSA designation.

As a general guideline for 2026, a household of one to two people in Hillsborough County may qualify with income up to approximately $85,000 to $100,000. A household of three to four may qualify up to approximately $95,000 to $120,000. Larger households have higher limits. Pinellas and Pasco counties share similar limits since they are in the same MSA. Manatee and Polk counties have different thresholds based on their respective MSA data.

Why Many Tampa Bay Families Still Qualify

A common misconception is that DPA is only for low-income buyers. In reality, the AMI for Tampa Bay is high enough that many middle-income families qualify. Teachers, nurses, first responders, and office workers earning solid salaries often fall within the limits, especially in higher-cost counties like Hillsborough and Pinellas.

What Counts as Household Income?

Lenders calculate household income based on all adult earners who will occupy the home. This includes wages, salary, overtime, bonuses, commissions, self-employment income, alimony, child support, and retirement income. It does not include income from household members who will not live in the home.

What If You Are Over the Income Limit?

If your income exceeds Hometown Heroes limits, you still have options. FL Assist has its own income thresholds that may be higher in some counties. HFA Preferred PLUS has separate limits. County SHIP programs may have different income calculations. The Chenoa Fund has more flexible income guidelines.
