How to Find a Down Payment Assistance Lender in Florida — A Tampa Bay Buyer's Guide

By Barrett Henry, REALTOR® & Broker Associate at REMAX Collective

Tampa Bay homebuyer meeting with a mortgage lender about down payment assistance

One of the most common mistakes Tampa Bay buyers make when pursuing down payment assistance is assuming any mortgage lender can handle the loan. They get pre-approved with a neighborhood bank or an online lender, fall in love with a home, and then find out at the last minute that their lender is not on the approved list for the program they needed. The result is a scramble to switch lenders, a delayed closing, or in some cases a lost contract.

Finding the right DPA lender before you start shopping is not complicated — but it does require a few specific steps that most buyers do not know to take.

Why Can't Any Lender Do Down Payment Assistance in Florida?

Down payment assistance programs in Florida — whether through the Florida Housing Finance Corporation, Hillsborough County, Pinellas County, or any other source — require lenders to be specifically approved to originate those loan products. The approval process involves training, compliance review, and in some cases capital requirements. Not every mortgage company chooses to go through it.

For the major state programs administered by FHFC — including Florida Hometown Heroes, FL Assist, and HFA Preferred PLUS — FHFC maintains an online list of participating lenders that you can search by county. This is the starting point for most buyers.

For county-level programs, the approved lender list is maintained separately by the county's housing or community development office. A lender approved for state programs may not be approved for a specific county program, and vice versa. If you plan to stack a county program with a state program, you need a lender approved for both.

National banks and online-only lenders are frequently not on these lists. Local credit unions, community banks, and regional mortgage companies with a presence in Florida are more likely to participate — but even among those, participation varies. There is no shortcut: you have to verify before you proceed.

How Do You Find an FHFC-Approved DPA Lender?

The Florida Housing Finance Corporation publishes a searchable database of participating lenders at floridahousing.org. You can filter by county to find lenders active in Tampa Bay. As of 2026, the list includes dozens of participating lenders across Hillsborough, Pinellas, Pasco, Polk, Manatee, and Sarasota counties.

When you search, look for lenders with active status who list the specific program you want — not every participating lender offers every FHFC product. Some specialize in Hometown Heroes. Others work primarily with FHA loans plus DPA. A few offer the full range of products including conventional HFA options. Ask directly which programs they currently originate.

For county programs, start with the county's housing office website. Hillsborough County Community Services maintains its own approved lender list. Pinellas County Community Development does the same. These lists are shorter — often fewer than ten lenders — which makes the choice simpler but also means you need to verify current participation, since lenders can enter and exit county programs throughout the year.

What Questions Should You Ask a Potential DPA Lender?

Not all DPA lenders are equally experienced or equally motivated to close these loans. The right lender should be able to answer these questions without hesitation:

  • Which DPA programs are you currently approved to originate? You want a specific list, not a vague "we do DPA." If they can't name the programs, move on.
  • Are you approved for the county program in my target area? If you want Hillsborough County, Pinellas County, or another county-level program stacked on top of a state program, the lender needs to be on both approved lists.
  • How many DPA loans have you closed in the past 12 months? Volume matters. A lender who closes two or three DPA loans a year may not know the nuances as well as one who does twenty. DPA loans have additional steps, documentation requirements, and reservation deadlines that an inexperienced lender can fumble.
  • What is your current estimated closing timeline? DPA reservations in Florida are time-limited — typically 60 to 90 days depending on the program. If a lender's pipeline is backed up and they routinely take 70+ days, your DPA reservation may expire before you close. See our guide on the DPA closing timeline for what to expect each week.
  • What first mortgage rate can you offer me? DPA programs pair with specific first mortgage products, but rates still vary between lenders. Even within FHFC-approved programs, some lenders price more competitively than others. Ask for a written Loan Estimate — you are entitled to one — and compare it across two or three lenders.
  • What out-of-pocket costs will I have after DPA is applied? A good DPA lender walks you through the full closing cost picture, not just the down payment. Origination fees, discount points, prepaid items, escrow reserves, and title costs all affect your cash to close. If a lender can't give you a clear estimate of total out-of-pocket costs at the time of pre-approval, that is a red flag.

Can You Shop Multiple DPA Lenders and Compare?

Yes — and you should. Applying with two or three DPA lenders does not hurt your credit if you submit all applications within a 14-to-45-day window, which the credit scoring models treat as rate shopping for the same loan. You receive a Loan Estimate from each within three business days, and you can compare them side by side before committing.

The main things to compare are the interest rate on the first mortgage, the lender's origination fee (points and credits), estimated closing costs, and the total projected out-of-pocket expense after DPA. A lender charging a higher origination fee may still produce a lower monthly payment if their rate is better — or the reverse. Looking at the full picture is more useful than focusing on any single number.

Your REALTOR® can also be a source of referrals to DPA lenders. Barrett Henry has worked with Tampa Bay buyers for 23+ years and regularly connects clients with lenders who are actively approved for the programs relevant to their situation. This is different from a generic referral — a referral from an experienced REALTOR® comes with the context of which lenders are currently closing loans efficiently and which are struggling with backlogs or compliance issues. Call (813) 733-7907 to get connected before you start searching on your own.

What Are the Red Flags When Choosing a DPA Lender?

There are a few warning signs to watch for when evaluating lenders:

  • Vague answers about program availability. If a lender says "we do down payment assistance" but can't tell you which programs they're approved for, they may not actually be on the FHFC list. Verify independently at floridahousing.org.
  • Pressure to skip the homebuyer education course. Most DPA programs require a HUD-approved homebuyer education course. If a lender suggests you skip it or says it's not necessary for your situation, verify before trusting that advice — an incomplete education requirement can kill your DPA approval at the last step.
  • Unusually long estimated closing times. Florida DPA reservations expire. A lender who consistently takes 75+ days to close is a liability if your program reservation is set at 60 days. Ask for their average DPA closing time, not just an estimate.
  • Not disclosing the second lien terms. Every DPA second mortgage is a lien on your property with specific repayment terms. A lender who glosses over the terms of the second — when it's due, what triggers repayment, whether it accrues interest — is not giving you the full picture. You should understand what you are signing before you proceed.

Does Your REALTOR® Play a Role in Finding a DPA Lender?

An experienced buyer's agent who regularly works with DPA buyers knows which lenders are currently active, which are running clean on timelines, and which county programs have available funding at any given time. This information is not on any public website — it comes from closing deals and talking to lenders regularly.

If you are working with a REALTOR® who primarily works with conventional buyers and rarely handles DPA transactions, consider asking whether they can refer you to a colleague or agent who specializes in DPA buyers. The DPA process has enough unique steps — from program reservations to county requirements to stacking rules — that having a REALTOR® who knows them firsthand can save you a significant amount of frustration.

For Tampa Bay buyers who want to explore listings across Hillsborough, Pinellas, and Pasco counties alongside current DPA program availability, firsttimehomebuyertb.com has resources specifically for first-time buyers navigating both the market and the assistance programs at the same time.
