These neighborhoods offer resort-style amenities, modern finishes, and walkable layouts that are genuinely appealing, especially for first-time buyers. What a surprising number of those buyers discover late in the process — sometimes not until they are already under contract — is that their monthly housing payment is significantly higher than their mortgage, taxes, and homeowners insurance alone. The reason is the Community Development District fee, and understanding how it interacts with down payment assistance is one of the most important pieces of homework a Tampa Bay buyer can do before making an offer in these communities.
What Is a Community Development District in Florida?
A Community Development District is a special-purpose local government entity created under Florida Statute Chapter 190. Developers use CDDs to finance the upfront cost of infrastructure — roads, utilities, stormwater systems, parks, recreational facilities, and common areas — in large residential developments. Rather than paying for that infrastructure out of their own capital, developers issue bonds through the CDD, and those bonds are repaid over 20 to 30 years by the property owners who live within the district.
For buyers, this means two distinct CDD-related charges that appear on annual property tax bills. The first is the Operations and Maintenance (O&M) fee, which covers ongoing upkeep of common areas, amenities, and CDD-managed infrastructure. The O&M fee is permanent — it does not go away once the infrastructure bonds are paid off. The second is the CDD debt service assessment, which represents the annual principal and interest payment on the infrastructure bonds. The debt service component does eventually end when the bonds mature, but that timeline is typically 15 to 30 years from the date the community opened, meaning most buyers purchasing in a newer CDD will carry both charges for many years.
On your annual tax bill, CDD fees appear as a separate line item alongside your county property taxes, school board assessment, and other special assessments. They are collected by the county tax collector and carry the same enforcement weight as property taxes — which is one reason lenders treat them very differently from HOA dues.
How Do Lenders Calculate CDD Fees When Qualifying You for DPA?
This is where CDD fees become critically important for buyers using down payment assistance. Unlike voluntary HOA dues, CDD fees are government-imposed special assessments. Lenders underwriting FHA, conventional, VA, and USDA loans — the loan types paired with Florida DPA programs — are required to include CDD fees in the monthly housing expense calculation used to determine your debt-to-income ratio.
The annual CDD total (both O&M and debt service combined) is divided by twelve and added to your principal, interest, taxes, and insurance payment. On a home where the combined CDD assessment is $3,600 per year, that adds $300 per month to the housing payment the lender uses for qualifying purposes. For a buyer already working with a tight debt-to-income ratio, $300 per month can be the difference between qualifying for the loan amount they need and having to look at lower price points or add a co-borrower.
CDD fees are not optional and they cannot be negotiated away, which is why lenders add them to housing expenses rather than treating them as a lifestyle choice the way some lenders informally discount HOA dues. If you are buying in a CDD, there is no underwriting interpretation that leaves the fee out of the DTI calculation — it goes in.
Why Do CDD Fees Matter More When You Are Using Down Payment Assistance?
Down payment assistance programs typically set maximum purchase prices and income limits, but they do not set a hard cap on your monthly payment. The constraint that DPA adds to the DTI equation is that many DPA programs layer a second mortgage on top of the first — the DPA itself. While most Florida DPA second mortgages are deferred with no monthly payment (FL Assist, Hometown Heroes), some programs like the FL HLP second mortgage carry a small monthly payment of around $100 that is included in your DTI calculation alongside the first mortgage payment.

How Do You Find the CDD Fee for a Specific Property?
The most reliable method is pulling the property's most recent tax bill from the county property appraiser's website. In Pasco County, search at the Pasco County Property Appraiser portal. In Hillsborough County, use the Hillsborough County Property Appraiser site. The tax bill will list the CDD assessment as a separate line item with the amount assessed for that year.
For new construction where a tax bill does not yet exist for the specific lot you are under contract on, ask the builder for the CDD district's most recent annual budget and the estimated assessments for your lot type. Builders are required to disclose CDD fees, and any purchase contract in a CDD community should include the statutory disclosure statement required by Florida law. Read it carefully — the numbers disclosed there are the basis for your lender's DTI calculation.
Your lender's DPA specialist should be running the CDD fee into your housing payment calculation from the moment you identify a property. If you are pre-approved and working with a buyer's agent, make sure CDD fees are part of the affordability conversation before you fall in love with a home and go under contract, not after. Discovering that a $400 monthly CDD assessment pushes your DTI above the program limit after you have already paid for an inspection and appraisal is an expensive and avoidable outcome.
What Strategies Help Buyers Manage CDD Fees When Using DPA?
The most straightforward strategy is to adjust your target price range to account for the CDD fee before you begin shopping. If a $300 monthly CDD assessment has the same payment effect as buying a home $50,000 more expensive without a CDD, price your search accordingly. Many DPA buyers who have been pre-approved in the $380,000–$400,000 range find that targeting $340,000–$360,000 in a CDD community keeps their total payment — and DTI — in the same zone.
A second strategy is choosing a DPA program that maximizes the amount available without adding a monthly payment obligation. FL Assist, Hometown Heroes (for eligible borrowers), HFA Preferred PLUS, and most SHIP programs are deferred with no monthly payment — they do not add to the DTI calculation the way the FL HLP second mortgage does. If you are buying in a CDD, choosing a zero-payment DPA structure preserves more DTI headroom for the CDD assessment itself.
