Buyers arrive from California, New York, Illinois, and across the Northeast — drawn by lower taxes, warmer weather, and home prices that, even after appreciation, look manageable compared to the markets they're leaving. Many of those buyers assume that Florida's down payment assistance programs are reserved for people who already live here. That assumption is wrong, and it costs relocating buyers real money.
This guide explains how down payment assistance works when you're moving to Tampa Bay from another state, which programs are available to you, and how to navigate the practical challenges of buying a home before — or while — you make the move.
Can You Get Down Payment Assistance If You Don't Currently Live in Florida?
Yes. The eligibility requirements for Florida's major DPA programs are based on where you are buying, not where you currently live. The Florida Housing Finance Corporation (FHFC) programs — FL Assist, HFA Preferred PLUS, HFA Advantage PLUS, and Florida Hometown Heroes — all require that the property you're purchasing be located in Florida and that it become your primary residence. There is no requirement that you already be a Florida resident at the time of application.
What this means in practice: a buyer currently renting in Denver who is purchasing a home in Riverview can qualify for FL Assist or HFA Preferred PLUS as long as they meet the income limits for Hillsborough County, satisfy the "first-time homebuyer" definition, and commit to occupying the home as their primary residence. The lender will ask for documentation confirming you'll be moving in — typically a signed occupancy affidavit at closing — but the application itself doesn't require a Florida driver's license, utility bill, or lease agreement in Florida.
Local Hillsborough County and Pinellas County DPA programs function the same way. You are buying within their jurisdiction. That's the key qualifier.
What Does "First-Time Homebuyer" Mean for Relocating Buyers?
This is where many relocating buyers get tripped up. Most Florida DPA programs use the federal "first-time homebuyer" definition: you have not owned and occupied a primary residence at any point during the three years immediately before your purchase.
The definition applies to all ownership — anywhere in the country. If you owned a home in Atlanta and sold it two years ago, you do not qualify under the first-time buyer definition, even if you've been renting since. If you sold that Atlanta home three and a half years ago and have been renting since, you likely do qualify as a first-time buyer again.
Joint buyers must both meet the definition. If one borrower owned a home 18 months ago and the other has never owned, neither qualifies as a first-time buyer for FHFC programs that require it.
It's worth asking your lender to review your ownership history carefully before ruling yourself out. The three-year window resets based on the closing date of your last primary residence, not the date you first listed or the date you moved out.
Which DPA Programs Work Best for Buyers Moving to Tampa Bay?
The four programs most relevant to relocating buyers in 2026 are:
- FL Assist: Up to $10,000 (FHA loans) or $7,500 (conventional loans) as a zero-percent, non-amortizing deferred second mortgage. No monthly payment required. Repayment is due when you sell, refinance, or stop occupying the home as your primary residence. Available statewide through FHFC. One of the most accessible programs for relocating first-time buyers.
- HFA Preferred PLUS / HFA Advantage PLUS: A forgivable second mortgage equal to 3%, 4%, or 5% of the first mortgage amount. Forgiven at 20% per year over five years — meaning if you stay in the home five years without selling or refinancing, you owe nothing. Paired with a Fannie Mae HFA Preferred (conventional) or Freddie Mac HFA Advantage (conventional) first mortgage.

These county programs are open to buyers purchasing within their respective counties regardless of current residence.

Does Florida Hometown Heroes Require You to Work in Florida?
Yes — and this is the critical distinction relocating buyers need to understand. Florida Hometown Heroes requires the borrower to be currently employed full-time (at least 35 hours per week) in an eligible community workforce occupation. The employment must be in Florida.
If you are relocating specifically to take a new Florida job in an eligible field — a registered nurse position at Tampa General, a teaching contract with Hillsborough County Schools, or a law enforcement position with the City of Tampa — you will generally need to have started that job (and have a pay stub from it) before your Hometown Heroes reservation can be made in the FHFC system. A job offer letter alone is not sufficient for most lenders processing Hometown Heroes files.
If your current out-of-state employer is not an eligible Florida-based employer, you would need to transition to qualifying Florida employment before your loan closes. Buyers who are relocating and starting new Florida jobs should time their application and reservation carefully — your DPA-approved lender can advise on exactly when to initiate the Hometown Heroes reservation relative to your employment start date.
Can Out-of-State Remote Workers Qualify for Florida DPA?
Remote workers who are keeping their current job — and whose employer is based outside Florida — can still qualify for Florida DPA programs other than Hometown Heroes. Income qualification is based on what you earn, not where your employer is headquartered.
For income documentation, lenders processing FHFC loans will require the standard package: two years of W-2s, recent pay stubs, and verification that the remote arrangement will continue after your move. If your employer provides a letter confirming you can continue working remotely from your new Florida address, that typically satisfies the lender's employment continuity requirement.

What Are the Practical Challenges of Using DPA While Relocating?
The biggest challenge for relocating buyers is timing. Most DPA programs require the property to become your primary residence promptly after closing — typically within 60 days. If you're selling a home in another state, the closing dates on both transactions need to align, or you need to bridge the gap with a temporary rental.
Other practical considerations:
- Virtual tours and remote contract negotiation: Many relocating buyers cannot easily visit homes in person before making an offer. Working with a local REALTOR® who can do thorough video walkthroughs and represent your interests in person is essential for writing competitive offers without being physically present.
- Homebuyer education course: FHFC programs require the occupying borrower to complete an approved homebuyer education course before the loan is reserved. This can be done entirely online, which makes it fully compatible with a pre-move timeline. Budget two to four hours and $99 or less for the course.
- Remote closings: Florida allows remote online notarization (RON), which means you can sign closing documents digitally from your current location without flying to Tampa for a closing table appointment. Confirm your title company offers RON before going under contract.
