Can You Use Down Payment Assistance on New Construction in Florida?

One of the most common questions Tampa Bay buyers ask is whether down payment assistance programs work on newly built homes. The answer is yes — most Florida DPA programs can be used on new construction — but there are important details about builder requirements, lender coordination, and timing that you need to understand.
Which DPA Programs Cover New Construction?
According to the Florida Housing Finance Corporation, all major statewide programs allow new construction purchases. Florida Hometown Heroes can be used on new builds as long as the home is your primary residence and you meet all standard eligibility requirements. FL Assist's $10,000 deferred second mortgage applies to new construction the same way it does to existing homes. HFA Preferred PLUS also covers new builds.
County SHIP programs in Hillsborough, Pinellas, Pasco, Polk, Manatee, and other Tampa Bay counties generally allow new construction as well, though some may have additional requirements or restrictions on maximum purchase price.
What About Builder-Preferred Lenders?
This is where new construction gets tricky with DPA. Many builders offer incentives — closing cost credits, design upgrades, or rate buydowns — but only if you use their preferred lender. The problem is that the builder's preferred lender may not be approved by your DPA program.
You have two options. You can use a DPA-approved lender and forgo the builder incentives, which often makes sense when DPA provides more value than the builder's credits. Or you can check whether the builder's preferred lender is also DPA-approved — some larger builders work with lenders who participate in Florida Housing programs.

Timing Considerations for New Construction with DPA
New construction timelines differ from resale purchases. A resale home typically closes in 30 to 45 days. New construction can take 4 to 8 months from contract to closing. DPA pre-approvals and interest rate locks have expiration dates, so you need to coordinate timing carefully.
According to participating lenders, the best approach is to get pre-approved for DPA early in the process, but understand that your rate lock and final approval will happen closer to the completion date. Your lender should be experienced with new construction timelines to avoid gaps in DPA approval.
Purchase Price Limits and New Construction
DPA programs have maximum purchase price limits that vary by county. New construction in Tampa Bay ranges widely — from the low $300,000s in Pasco and Polk counties to $500,000 and above in premium locations. Make sure the home you are building falls within the DPA program's price limit for your county.
In general, production builders offering homes in the $300,000 to $400,000 range are well within DPA purchase price limits across most Tampa Bay counties.
What About Lot Purchases or Custom Builds?
Most DPA programs do not cover vacant lot purchases or construction loans for custom-built homes. The assistance is designed for completed (or nearly completed) homes with a standard purchase mortgage. If you are buying from a production builder who handles the construction and delivers a finished home, DPA works. If you are buying a lot and hiring your own builder, DPA typically does not apply.
